Charles H. Smith, Ph.D., MA | Regional Administrator | Substance Abuse and Mental Health Services Administration - Region VIII

Dr. Smith is the Regional Administrator for the Substance Abuse and Mental Health Services Administration (SAMHSA), U.S. Department of Health and Human Services. Dr. Smith is the former Director of the Colorado Division of Behavioral Health and Deputy Commissioner of Mental Health and Substance Abuse for the State of Colorado. He is a Licensed Psychologist with over 30 years of experience in the fields of forensic psychology, addiction psychology, crisis intervention, integrated care, and behavioral health policy and administration. Dr. Smith holds a Ph.D. in Counseling Psychology from the University of Denver, a MA in Rehabilitation Counseling from New York University, and a BS in Psychology from Allegheny College.

Devin Sweat, BS, CAS, MSW Candidate | SAMHSA Public Policy Fellow

Devin Sweat is a Masters in Social Work student, currently completing her concentration year. Devin’s field placement is with the Substance Abuse and Mental Health Services (SAMHSA) Region 8 Office. She holds a Certified Addiction Specialist (CAS) credential and has worked in the substance use field for 11 years, in a variety of programs such as residential treatment, a runaway and homeless youth shelter, withdrawal management, case management, integrated care, and Medication-Assisted Treatment (MAT).
